A town is a general term used for zones which are composed of buildings and friendly NPCs. Towns often have basic services that are essential to an adventurer, like buying and selling items, warehouse management, learning skills (which are now optional as of Patch Version 70) and enhancing equipment.
Much larger settlements like Saint Haven can also be called a town, although it is more appropriate to call it a city.
